Why using 3.0V solar panel to generate hydrogen, then generate 0.5V form hydrogen, and finally run the car 0.5V motor? Why not put solar panel on top od the car and use the 3V?
Does it purge the air from the tubing somehow before generating the hydrogen? Otherwise, I would think that the hydrogen in the balloon/tank would be diluted by the air in the tubing.
Looks like your making/using Oxyhydrogen (H2O2) aka 'Knallgas/Browns Gas/HHO.' There are lots of issues with scaling Oxyhydrogen, mostly due to its explosive capacity if compressed as the hydrogen gas carries oxygen. It is not an efficient process either. Hydrogen cars are designed for liquid hydrogen fuel which is extremely heavy. A small compact car needs a chassis like a commercial truck to hold the fuel tank.
Where is the advantage in converting battery electric energy (or solar) into hydrogen so you can convert it back into electricity to run a motor? But I guess this was a possible technology BEM (before Elon Musk).

julian how do we know that the fuel cell is real and not a battery?

It's rarely a good idea to use tap-water where distilled water is specified.
How about plugging the solar cell directly into the car ?
