Don't most arduinos have a 3v3 out?
That 12v breakout board has three position "on" switch. Depending on the psu the "on position" might be left, center or right.

Interestingly I ordered an assortment of LEDs from China about 2 weeks ago and they arrived just 9 days later. Their postal system is all over the place right now I guess.
you will need a heavy duty dc to dc converter as miners do not like the voltage differences that battery have and sill either burn out or crash
