If you measured those auxiliary voltages with some type of load would they have been spot on ? Swtitch Mode PSU 's like to be loaded and can bonk out with no load, eaaa!
Old but you could have corrected that touch switch with a small chunk of Conductive Foam like used to ESD protection on IC Chips. What ever happened here ?
