Does the output voltage for this kind of step up module change in proportion to the input voltage?

For exposed outdoor boxes / connectors, a spray can of "spar varnish" polyurethane is your friend! A very_light_coat will keep your screws and other metal from rusting quite as fast. The reason I emphasize the very light coat is that a heavier coat has a high chance of trapping moisture – making the problem ten times worse instead of helping at all.
