    Is there any that we can save the last state of USB fan ?
    Cause moment I disconnect from usb and reconnect ive to press physical button on the usb fan to turn it on.

    Yes that's a brushless dc motor, last summer i had a fan with a motor that looked exactly like this one and was indeed brushless

    No PWM in here, far too expensive. Simple voltage boost, 5V-9V is typical on these 18650 fans.
