    Try probing voltage across resistors and the actual resistor values. 5 ohms across the LED is probably affecting it's turn-on characteristics, that's quite a shunt!

    I have a very similar board just arrived and I am trying to test the balance circuits with blue LEDs.
    I've taken it up to 17.2V (measured board side of the diode) – as far as I dare with not a sign of an LED lighting. I'm really quite an early learner in electronics despite building many kits etc. Much better at logic circuit than analogue.
    I'm now worried about the correct polarity of the LEDs – I have connected the LEDs across the load resistors with the +v (long lead) of the LED to the side of the resistor that;'s connected to the +v capacitor feeds is this right?
    Also my load resistors are 4R7 (4.7ohm?) rather than the 100 (10 Ohm?) you have. I'm right that they'll still be a ~2.7v drop, just a hight current?

    Also I had a 2 farad 16v super capacitor and i took it all the way up to 20v before it started to clamp the voltage on its own from its internal resistance dropping further and discharging itself..
    It stayed cool and didn't vent and functioned just normally afterward. so it was completely fine even at 16.5v as long as you dont supply too much current it won't be able to blow itself. theres a point where the current your charging it with is too low for it to charge past its maximum rated voltage too high.
    so the capacitors do have some decent tolerance.
    And some people do charge up these 2.7v capacitors much higher than 2.7v and they get away with it for years and years and the capacitors are just fine.

    Well there is a bit of internal resistance on the capacitors while charging. so when you take off the charge from them. the voltage will immediately drop to about 16.2 or perhaps below maybe.
    so the voltage is slightly higher while they are charging than when they are open circuit with no attached
