    That charger doctor can still tell you the 18650 capacity (or close to it). Just use it on the charge side. Discharge the 18650, and recharge it with the charger Doctor plugged in. It won't be as accurate because of the overhead of the 18650 charger, but it will give you a rough idea,

    why dont you just power the USB power monitor on a separate power source? It's "brains" will be powered separately. That way it won't be drawing any current itself from the battery pack, so you will get an even more accurate measurement on the capacity of the pack.

    You could probably modify the power monitor, by splitting the power supply for the brains of the unit, and power them from another source. So the USB bank under load only passes through the sensor part, and nothing else.
