To use the USB to serial you can connect TX,RX,+V and GND. When you hit upload on the software hold your finger on the Nano's reset button and as soon as it switches from compiling to uploading release the reset button and it should reload. You can even use an UNO or different board in the same manner as long as you jumper the reset on the UO to ground to keep it from using the UART.
The cheap HRC fuses are quite high resistance and they add a lot to the burden voltage of the multimeter.
